Situation:

Team-based models of primary healthcare are being developed and implemented across BC. Within these provincial efforts to establish and enhance team-based care, there is a critical need to support this transformation in BC with collaborative health education, research, evaluation, and knowledge translation. UBC Health engaged Strategy & Decision Support to facilitate the development a proposal for a team-based primary care education clinic on the Vancouver campus in the planned Gateway Health Building.

Our Actions:

  • Convened and led a series of cross-functional working group meetings with representatives from health professional programs across UBC, including medicine, family practice, midwifery, medical genetics, nursing, population and public health, psychiatry, physical therapy, occupational therapy, dietetics, pharmacy, and kinesiology
  • Supported working group discussions and development of business case through peer review, literature review, and interviews with experts within the BC health landscape
  • Created a comprehensive business case proposal which articulated the strategic context, UBC’s unique value proposition, the clinic’s overall vision and expected impacts, approaches to education and service delivery, evaluation mechanisms, academic governance models, funding considerations, and an implementation roadmap
  • Developed a 5-year operational budget and start-up estimates with consideration of health practitioner remuneration models and unique clinic specifications

Results:

  • UBC Health to move forward with the team-based primary care teaching clinic in the new Gateway Health Building, expected to open in 2024
  • The proposal and budget have been instrumental in facilitating ongoing dialogues with the BC Ministry of Health and BC Ministry of Advanced Education, Skills & Training
  • The team-based primary care teaching clinic will advance and accelerate the delivery of patient-centered, team-based interprofessional primary care in BC through innovative and collaborative health education at UBC
